12. (1) Any report of misconduct on the part of an officer shall be dealt
with under regulations 11 to 24 as soon as possible.
(2) In any case not covered by these regulations the Commission may issue instructions as to how the case is to be dealt with, and the case shall be
dealt with accordingly.
