16. The Commission shall determine the form of advertisement issued in
accordance with regulation 14 (3), and the qualifications specified in the advertisement shall be those specified by the Secretary to Cabinet and Head of
the Civil Service, with the agreement of the Commission, for the vacancy
under consideration.
