193. Rogue and vagabond—Section 28 (3) of the Penal Code (Supplementary) Ordinance (now Criminal Code (Supplementary) Act), in so far as it enacts that a person shall be deemed to be a rogue and vagabond who is found
within any land without giving a satisfactory explanation for his presence
there, is repugnant to subsections (2) (a) and (11) (a) of section 10 of the
Constitution and void to that extent. Police v Fra (1975).
