competent voter in respect of his employment if otherwise qualified. The

The Constitution
word “salary” in clause (4) (e) of the Letters Patent of 11 September 1913,
includes all who earn salary or wages in respect of their employment, whatever the nature of the services rendered. Bazerque v District Magistrate of
