6. Decisions may be made by the Commission without a meeting by circulation of the relevant papers among the Commissioners and the expression of
their views in writing, but any Commissioner shall be entitled to require that
any such decision shall be deferred until the subject-matter shall be considered at a meeting of the Commission.
