(1) No Chairperson or member, or the Secretary or any member of the staff of a Commission or any other person shall publish or disclose to any person, otherwise than in the exercise of his official functions, the contents of any document, communication or information which has come to his notice in the course of his duties, and any person who contravenes this regulation shall commit an offence and shall, on conviction, be liable to a fine not exceeding 1,000 rupees and to imprisonment for a term not exceeding one year. (2) Where any person having possession of any information, which to his knowledge has been disclosed in contravention of this regulation, publishes or communicates to any other person, otherwise than for the purpose of any prosecution under these regulations, any such information, he shall commit an offence, and shall, on conviction, be liable to a fine not exceeding 1,000 rupees and to imprisonment for a term not exceeding one year.
