10. Delegation of powers
Subject to such instructions of a general nature as it may give, the Board
may delegate to the Chairperson or the Chief Executive such of its powers
and functions as may be necessary for the effective management of the
Authority other than the power to—
(a) borrow money;
(b) raise loans;
(c) enter into any transaction in respect of capital expenditure which
exceeds one million rupees; or
(d) issue directives or guidelines.
