144. Failure to pay winnings or prizes
Any licensee who, without reasonable cause, fails to pay any winnings or
prizes shall commit an offence and shall, on conviction, be liable, in addition to
the amount of the winnings or prizes, as the case may be, to a fine not exceeding 200,000 rupees and to imprisonment for a term not exceeding 2 years.
