32. Rules of racing
(1) A horse racing organiser shall implement the Rules
of Racing, as well as any other rule, direction or guideline, issued
by the Authority, that affect the organisation of horse racing.

(2) The Rules of Racing, any other rule, direction
or guideline issued by the Authority shall be consistent with –
(a) this Act;
(b) the directions given under section 100;
(c) the regulations made under section 164; and
(d) such international best practices as the Authority
may approve.
