53B. Grant or refusal of registration certificate
(1) The Board may grant a registration certificate in
respect of a collector subject to such terms and conditions as
it may determine.
(2) No registration certificate shall be granted unless
the Board is satisfied that the collector is a fit and proper
person to act as collector.
(3) No registration certificate shall be granted to a
collector where that collector –
(a) is under the age of 21;
(b) has, within the 10 years preceding the date of
application, been convicted of any offence
involving fraud or dishonesty, or is a body
corporate of which any director, manager or
officer has been so convicted; or
(c) was the holder of a registration certificate
which has been cancelled.
