5. Eligibility for legal aid
Subject to section 8(3), no person shall be eligible to obtain legal aid in civil or criminal
proceedings unless –
(a) his average monthly household income does not exceed 25,000 rupees; and
(b) his assets, excluding his wearing apparel, tools of trade and, if any, the subject
matter of the proceedings, do not exceed one million rupees.
