15. Association of learners
(1) Any group of learners wishing to form an association which is to be
recognised by the Board as representative of their interests shall forward to the
Board a copy of the proposed rules of the association for approval.
(2) The association shall forward any proposed amendment to the approved
rules to the Board for approval.
