5. Election
(1) The election of the members shall be conducted under the supervision
of the supervising officer, or his representative, who shall submit to the
Minister the results of the election forthwith.
(2) The Minister shall, within 21 days of receipt of the results of the
election, cause the composition of the Council to be published in the
Gazette.
