17. Papers
(1) A list of all papers required to be laid before the Assembly by statute,
and reports and other documents presented by Commissioners shall be distributed to Members at each sitting together with the relevant papers.

(2) The presentation of all papers shall be entered in the minutes.
(3) When any paper is laid on the Table of the Assembly, no opinion shall
be expressed, no debate shall take place and no question shall be put.
