24. Personal explanations
(1) By leave of the Chairperson, a Member may make a personal explanation, although there is no question before the Assembly, but no controversial
matter may be brought forward, nor may debate arise again upon the explanation.
(2) The precise contents of the proposed personal explanations shall be
submitted in advance to the Chairperson to ensure that they are appropriate.
(3) The Member granted the privilege of making a personal explanation shall
not depart from the text approved by the Chairperson.
(4) Notwithstanding paragraph (2) and the arrangements mentioned in
Standing Order 15 (1), the Chairperson may, at any time, allow a Member to offer a personal explanation.
