46. Short speeches
(1) The Chairperson may announce at the commencement of public business or at any time during the sitting that, because of the number of Members
wishing to speak in a debate on a motion, he will limit the time during which a
Member shall address the Assembly.
(2) Where the Chairperson makes an announcement under paragraph (1) he
may at any time direct a Member to resume his seat.
