53. Committal of Bills
(1) When a Bill, has been read a second time it shall stand committed to a
Committee of the whole Assembly unless the Assembly, on motion made, commits it to a Select Committee to be nominated by the Chairperson. Such motion
shall not require notice, must be made immediately after the Bill is read a second
time and may be made by any Member.
(2) A Bill while under consideration in Committee of the whole Assembly
may on motion made in the Assembly, be withdrawn from that Committee and
be referred to a Select Committee to be nominated by the Chairperson, and the
reference to the Select Committee may be in respect of the Bill as a whole or of
a specified clause or clauses.
