82. Making an advertisement or promotion in respect of any tour- 10,000
ist enterprise or the commercial use of a pleasure craft or
exempt pleasure craft which has the effect of or likely to have
the effect of misleading consumers or withholding from them
adequate information as to their rights and obligations under
