The provision
Subject to section 29, any person who alleges that any of his rights under this Act has been infringed may lodge a written complaint with the Commission, setting out the details of the alleged act of discrimination.

Where a person is unable to lodge a complaint because of an impairment, he may authorise another person to act on his behalf in relation to the complaint.
