176. Right to receive broadcasts – Statute limiting such rights—The applicant imported a parabolic television antenna but the customs authorities refused to deliver it to him on the ground that he needed an import licence to be obtained from the then Telecommunications Authority. HELD as there was an apparent conflict between the Schedule to the Telecommunications Act and the body thereof, it should be resolved in favour of the citizen, the more so as a statute which purports to curtail the constitutional right of freedom of expression should, like a penal law, be construed strictly.
