107. Collective agreements deal with matters of procedures and matters of
substance which are of joint concern to management and workers. A single
agreement may contain provisions of both kinds or they may be dealt with in
separate agreements. In either case, the agreement shall be in writing and shall
contain provisions for checking that procedural provisions have not become out
of date.
