66. Communication and consultation are particularly important in times of
change. The achievement of change is a joint concern of management and workers and shall be carried out in a way which has regard both for the efficiency of
the undertaking and the interests of the workers. Major changes in working arrangements shall not be made by management without prior discussions with
workers and their trade unions, if any.
