7. (1) Subject to subparagraph (2), the Tribunal may not order the payment of
costs or expenses by any party to proceedings before the Tribunal.
(2) Where, in the opinion of the Tribunal—
(a) any proceedings before the Tribunal were unnecessary, improper or
vexatious; or
(b) there has been unreasonable delay or other unreasonable conduct in
bringing or conducting the proceedings,
the Tribunal may order a party to the proceedings to pay to any other party
thereto such amount as it may specify towards the costs or expenses incurred
by the other party in connection with the proceedings.
