91. The interests of workers covered by a bargaining unit need not be identical, but there shall be a substantial degree of common interest. In deciding the
pattern of bargaining arrangements, the need to take into account the distinct
interests of professional or other workers who form a minority group shall be
balanced against the need to avoid unduly small bargaining units.
