93. (1) Where proposals are made for establishing or varying a bargaining
unit, the first aim of management and trade unions shall be to reach agreement.
(2) Where there is no agreement, parties shall, jointly or separately, consider referring the matter to—
(a) an employers’ organisation;
(b) a higher level within the trade union; or
