93. Restriction on issue of licences
No licence shall be issued to a person—
(a) who is under the age of 21;
(b) unless the person, or in the case of a company, any director,
manager or officer of that company, is a fit and proper person;
(c) who has, within the 10 years preceding the date of application,
been convicted of any offence involving fraud or dishonesty, or
is a company of which any director, manager or officer has been
so convicted; or
(d) who was the holder of a licence which has been revoked or
cancelled.
