62. Committee of the whole Assembly
(1) A Committee of the whole Assembly shall be appointed by resolution
that the Assembly resolves itself into Committee.
(2) When such resolution has been agreed to, the Chairperson shall leave
the Chair without question put, unless he wishes to preside over the proceedings.
(3) The rules as to the procedure in the Assembly shall apply to procedure
in Committee of the whole Assembly except that—
(a) a motion shall not require notice;
(b) a motion need not be seconded; and
(c) a Member may speak more than once to the same question.
(4) The proceedings in Committee shall be recorded in the Minutes.
