8. Presiding in the Assembly
(1) The Chairperson, or in his absence, the Deputy Chairperson, or in the
absence of both, a Member of the Assembly, not being a Commissioner, elected
by the Assembly for the purpose, shall preside at the sittings of the Assembly
and he shall exercise the same authority as the Chairperson.

(2) Unless the Chairperson desires to act as chairperson of a Committee of
the whole Assembly, the chairperson of such a Committee shall be the Deputy
Chairperson or, in the absence of both, a Member of the Assembly elected by
the Assembly for that particular purpose.
