5. The annual rental calculated under paragraphs 1 (a) and (b) and 2 shall, in
respect of new lessees, be again reduced by—
(a) 75 per cent for the first year of the lease;
(b) 50 per cent for the second year of the lease;
(c) 25 per cent for the third year of the lease;
(d) 15 per cent for the fourth year of the lease, after adding the adjustment calculated under paragraph 3; and
(e) zero per cent for the fifth and every succeeding year of the lease.
