9. Paragraph 8 shall not apply—
(a) where land conversion is for the purpose of setting up a residential
unit for the applicant's personal use or that of his ascendant or
descendant;
(b) where land conversion is for the purpose of a large investment
project deemed by the Minister to be in the economic interest of
Mauritius, and approved as such by Cabinet.
