138. The procedure shall have the following stages— (a) workplace representatives shall raise the issue in dispute with management at the level directly concerned; (b) failing settlement, it shall be referred to a higher level within the establishment; and (c) if still unsettled, it shall be referred to further agreed stages, for example, to a stage of an industry-wide procedure, or to a higher level within the establishment.
