25. At any sitting of the Tribunal, the Commission or the Board, any person
who—
(a) subject to paragraph 20 (2), refuses to answer any question to the
best of his ability;
(b) insults any member thereof;
(c) wilfully interrupts the proceedings or misbehaves in any other manner; or
(d) commits any contempt of the Tribunal, the Commission or the Board,
shall commit an offence.
