61. A policy for dealing with reductions in the workforce, if they become
necessary, shall be worked out in advance as far as practicable and shall form
part of the undertaking’s employment policies. As far as is consistent with operational efficiency and the success of the undertaking, management shall, in
consultation with the trade unions concerned, seek to avoid redundancies by
such means as—
(a) restrictions on recruitment;
(b) retirement of workers who are beyond the normal retiring age;
(c) reduction in overtime;
(d) shorter working hours to cover temporary fluctuations in manpower
needs; or
(e) re-training or transfer to other work.
