19. Jurisdiction of Court
Notwithstanding any other enactment, the question whether a defendant
or a detainee shall be released on bail or remanded in custody shall, except
where the question arises in the course of proceedings before another Court
or it is otherwise impractical to do so, lie within the exclusive jurisdiction of
the Court.
