62. Standards of good administration
(1) The Bank shall—
(a) use the powers given to it under the banking laws equitably and
uniformly and in accordance with sound administrative practices;
and
(b) refrain from using any such power to serve an objective for
which the power was not given or in excess of what shall be required to achieve the objective for which the power was given.
(2) Every decision of the Bank taken pursuant to banking laws shall be—
(a) impartial;
(b) motivated only by objective and rational considerations; and
(c) executed with fairness and restraint.
