17. Annual report
(1) The Council shall, on such terms and conditions as it thinks fit, appoint
a licensed auditor to audit the financial affairs of the Union.
(2) The Council shall, not later than 4 months after the end of a financial
year, submit to the Minister an annual report together with an audited statement of accounts on the operation of the Union in respect of that financial
year.
(3) The Minister shall, at the earliest available opportunity, lay a copy of
the annual report and audited accounts of the Union before the Assembly.
