11. Secretary
(1) There shall be a Secretary to the Council who shall be a public officer.
(2) The Secretary shall be responsible for the proper administration of the
Council.
(3) The Secretary—
(a) shall, for every meeting of the Council—
(i) give notice of the meeting to the members;
(ii) prepare and attend the meeting; and
(iii) keep minutes of proceedings of the meeting; and
(b) may take part in the deliberations of a meeting of the Council,
but shall not have the right to vote.
(4) The Secretary shall have such other functions as may be conferred
upon him by the Council.
