13. General Fund
Subject to section 14, the Fund shall establish a General Fund—
(a) into which all monies received by, or accruing to, the Fund, including such grants as the Fund may receive from the Government, shall be paid; and
(b) out of which payments required to be effected by the Fund shall
be met.
