7. Delegation of Board’s powers
(1) The Board may, subject to such conditions and restrictions as it may
determine, delegate to the Chairperson all or any of the powers, functions
and duties by this Act vested in the Board, except the powers to make
regulations, invest and borrow money, and any powers so delegated shall be
exercisable by the Chairperson in the name and on behalf of the Board.
(2) The Chairperson may, with the approval of the Board, delegate to the
General Manager or to any other employee of the Board any of the powers
delegated to him by the Board under subsection (1).
