19. Other provisions in relation to staff
The Authority may make provision, in such form as it may determine, to
govern the conditions of service of its officers and in particular, but without
prejudice to the generality of the foregoing, to deal with—
(a) the appointment, dismissal, discipline, pay and leave of, and the
security to be given by, officers;
(b) appeals by officers against dismissal and other disciplinary
measures;
(c) the establishment and maintenance of medical benefits and loan
funds and the contributions payable to and the benefits recoverable from them.
