27. Estimates
(1) The Authority shall, at least 4 months before the end of any financial
year, draw up an estimate of the income and expenditure of the Authority for
the next financial year.
(2) An attested copy of the estimate for the next financial year shall, at
least 3 months before the end of each financial year, be submitted to the
Minister for his approval.
(3) The Minister in signifying his approval under subsection (2) may—
(a) approve part only of the expenditure under any item;
(b) amend the expenditure in respect of any item in such manner as
he thinks fit.
(4) No new or additional expenditure shall be incurred before the Minister
signifies his approval.
