4. Meetings of Authority
(1) The quorum of the Authority shall be 6.
(2) (a) The Chairperson, or in his absence, the representative of the Ministry responsible for the subject of foreign affairs, shall preside at all meetings of the Authority.
(b) In the absence of the Chairperson and the representative of the
Ministry responsible for the subject of foreign affairs, the members present
shall elect from among themselves a member to preside at that meeting and
the member so elected shall, in relation to that meeting, exercise the functions and have all the powers of the Chairperson.
(3) Everything required or authorised to be done by the Authority shall be
decided by a simple majority of the members present and voting.

(4) At any meeting of the Authority, each member shall have one vote
and, in the event of equality of votes, the Chairperson shall have a casting
vote.
(5) The Authority shall meet at such times as it considers necessary or
expedient for the transaction of business and such meetings shall be held at
such place as the Authority determines.
(6) The Authority may seek the assistance of any person for the purpose
of its deliberations, but that person shall have no right to vote.
(7) Subject to this section and this Act, the Authority shall regulate its
meetings and proceedings in such manner as it thinks fit.
