12. Regulations
(1) The Council may make such regulations as it thinks fit for the purposes of this Act.
(2) The Council may make regulations in respect of—
(a) the affairs of the Comité;
(b) the procedure at meetings of the Council;
(c) the election of members.
(3) Notwithstanding the Interpretation and General Clauses Act, regulations made under subsection (1) shall not be laid before the Assembly.
(4) Subject to this Act, the rules of the Comité in existence immediately
before the commencement of this Act shall be deemed to be regulations
made under this section.
