33. Holder of a draft
(1) The holder of a draft with a bill of lading in guarantee of the payment
thereof may give notice in writing to the Director-General that he holds those
documents and, thereupon, the Director-General shall not allow the passing
of entry of such goods without the written consent of the holder of those
documents.
(2) Where goods have been entered but have not been taken delivery of
by the importer, the Director-General may, at any time before such goods are
disposed of as unclaimed, deliver such goods to any person holding a draft
with a bill of lading or other documents of title to such goods in guarantee of
the payment thereof, notwithstanding that an entry has already been made
by the importer, and such goods as described under subsection (2) shall be
dealt with in accordance with the bill of entry presented and the importer
shall have no claim against the Director-General for any expenses or other
costs incurred by him in connection with the entering of the goods.
