13. Duty to provide information
(1) Every manufacturer or importer of a chemical substance shall, prior to
its manufacture or import, communicate to the Board all particulars necessary to determine the nature and characteristics of the chemical substance.
(2) Every person who has in his possession any chemical substance
which may be used for trade, commercial or industrial purposes shall communicate to the Board all the particulars necessary to determine the nature
and characteristics of the chemical substance.
(3) The Board shall not disclose any information communicated to it under
this section, unless—
(a) the approval of the Minister is obtained; or
(b) so ordered by a Court.
