33. Precursors, materials and equipments Any person who unlawfully produces, manufactures, imports, exports, transports, offers, sells, distributes, delivers on any terms whatsoever, consigns, dispatches, purchases or offers to purchase or holds precursors, equipment or materials— (a) for the purpose of using them in or for the unlawful cultivation, production or manufacture of dangerous drugs; or (b) knowing that the precursors, equipment and materials are to be used for any of the purposes specified in paragraph (a), shall commit an offence and shall, on conviction, be liable to a fine not exceeding 500,000 rupees and to imprisonment for a term not exceeding 15 years.
