21L. Judgment in default of appearance
(1) Where a defendant fails to appear at the hearing personally or is not
represented by counsel or attorney or by a duly authorised representative,
the claimant may move the Court for judgment in his favour.

(2) The Court shall not deliver judgment against a defendant under this
section unless it is satisfied that a copy of the claim and the notice of hearing have been communicated to the defendant under section 21H.
