3. Institution of proceedings
No person shall institute any proceedings under this Act unless—
(a) he is a citizen of Mauritius;
(b) he was a citizen of Mauritius at the time of his marriage;
(c) he is married to a citizen of Mauritius;

(d) he was married in Mauritius; or
(e) he is a resident of Mauritius and has resided in Mauritius for a
continuous period of at least one year.
