32. Award of scholarships by Minister
(1) The Minister may award scholarships tenable locally up to such maximum number in each category, and on such conditions, as may be prescribed.
(2) The Minister may withhold the award of any such scholarship where in
his opinion the candidate recommended for the award has not reached scholarship standard or is not a fit and proper person to be awarded a scholarship.
