15. Undertaker not to establish plant or buildings
An undertaker shall not establish new or extend existing plant and buildings without the consent in writing of the Board, and an undertaker requiring
that consent shall submit to the Board such information, details, plans and
estimates with respect to the proposed works as the Board may require.
